AlternC Accounts administration

The "AlternC administrator" should administrate the accounts hosted on the server.

We use the terms ’accounts’ and ’members’. AlternC has been developed by free software people at the very beginning. The first users of AlternC where NGOs, that’s why we used the word "member" and not "customers".
